Hey, I’m running a TShock server on an old pc so my little brother and I can play but don’t always have to be on at the same time. I was wondering how I can change the permissions so that he has all the vanilla perms. I want him to be able to teleport with wormhole potions and start bosses and use dynamite, but not have access to commands. How should I best do this?

I don't think there is a category specifically for non-command permissions but the list of permissions is at https://tshock.readme.io/docs/permissions
The items you listed have the following permissions in order to be used:
    • Wormhole Potion: tshock.tp.wormhole
    • Boss Spawning Items: tshock.npc.summonboss
    • Dynamite: Not sure there is such a permission
As long as you didn't /itemban dynamite then anyone can use it. The building-related permissions: tshock.world.modify tshock.world.paint
Maybe also try /antibuild to turn off spawn protection. For existing commands, edit the group to remove existing command-related permissions.
    Other item-related permissions:
    tshock.npc.startinvasion tshock.npc.startdd2 tshock.npc.hurttown
